Alice Burton is the founder and President of Burton Policy Consulting, LLC. Ms. Burton’s consulting work focuses on helping public and private sector clients navigate the opportunities and challenges of health reform implementation. Ms. Burton has over 20 years of health policy experience. Ms. Burton’s current projects focus on the implementation of Maryland’s new hospital all payer model and delivery system improvements through health information exchange. In prior years, Ms. Burton was engaged at the highest levels of government in Maryland’s health reform planning activities, leading advisory processes, developing implementation options and conceptualizing implementation strategies, and securing funding. She has practical experience gained from progressive leadership roles in a state public health and Medicaid agency. She has Medicaid expertise from years of experience working in the Maryland Medicaid program, deep knowledge of health policy, and an understanding of state policy environments across the nation.
Immediately prior to establishing Burton Policy Consulting LLC, she was a principal with Riverside Consulting, LLC and developed a public sector health policy practice. She served as the Chief of Staff to the Maryland Department of Health and Mental Hygiene. Over the last decade, Ms. Burton has held several positions within the Department of Health and Mental Hygiene, primarily focusing on Medicaid policy and health reform. From 2004-2007, Ms. Burton was a Vice President for AcademyHealth and served as the Program Director for the Robert Wood Johnson Foundation’s State Coverage Initiatives where she worked with state policy leaders in several states to develop policy initiatives to expand health insurance coverage.
Ms. Burton has a Masters in Health Science from the Johns Hopkins University Bloomberg School of Public Health and is a graduate of the University of Maryland, College Park.
